December 1900( the law changed and Ecuador's civil flag and civil ensign became different from the state flag and ensign: The state flags feature Ecuador's coat of arms and the civil flags do not.

There is a special flag reserved for municipal buildings: a civil flag with a ring of 19 white stars (one for each of the provinces) on the blue stripe.

Ecuador, Colombia and Venezuela's flags are all similar being derived from the flag of Gran Colombia 
Internationally, the flag is flown with the nation's seal in the center. Without which it may be confused between the civil flags of Ecuador and Colombia.
